Extremely rare railroad collectable likely from late 19th or early 20th Pullman or other luxury passenger car. Coating over the brass is crackling off. Possibly was a clear laquer coating but not sure so therefore you may desire to refinish or clean and polish. This is the most ornate rack I have found in my research .
