Antique VTG 3/8 W 5/16 W Spanner ED51 --(JNR Japan National Railway Locomotive?)

The only other markings are an X stamped at either end on opposite sides. The only reference i can find with ED51 that would possibly have tools are the JNR Class ED51 Locomotives from the 1920s. Was this part of the tool kit?.
