When built, the vestibule areas in the centre of the train were designed to allow passengers to travel inside, and this panel is constructed robustly to allow it to be 'passenger proof'. The toggle switch would open the door, at which point the guard would check the train is correctly in the platform before pressing the two door open buttons.
