Hornby's official picture is rather misleading because it implies that the kit includes enough clips for four clips per fence, but they provide two clips per length of fence. Hornby's official picture is therefore for illustrative purpose only. No other eBay seller and not even Hornby make this really clear that I can see makes this clear. You are unlikely to need four because two pieces can share a clip at their ends.
