IT IS STUCK IN THE UP POSITION. THE GEAR ON THE TOP STILL WITHH SPIN FREELY UP AND DOWN AND THE CRANK HANDLE IS FREED UP. IT WOULD PROBABLY JUST NEED A GOOD CLEANING.
