Not sure what's under the cap for I cannot remove it. Caps on pretty good and I would rather not take pliers trying to get it off damaging it. All I can say is it is empty. Whether or not it has a Wick, I have no idea. Physical Condition is good looking. Looks like it was once red and painted over as you can see a sliver of red on the bottom in the crevice.
