Vintage Schaeffer & Budenberg NY Hand Tachometer in Wood Box Tips Instrument RPM

Dial is marked Dr. Horns Foxboro Mass. In overall fair condition. The glass on the dial has a chip out of it, I am unable to get it to read, but I do not think I know how to use it. Expect minor evidence of use or imperfections, dings etc. from age.
