Western Pacific Safety Award Locomotive Department. The tray is 13" x 7.25", it is aluminum with a black etched "Locomotive Department Safety Award 1983". I bought these at an estate auction, and they were in the same box. The Glasses are heavy plastic, 8" tall, and they are not dated. All in good vintage
