Western Pacific-Sacramento Northern-Tidewater Southern Operating Rules July 1, 1972 and Revised November 20, 1983. In 1971 the Western Pacific had the orange binders printed but the rule book with all of the pages was issued a year later in 1972. These operating rules were placed in a 6 ring binder format with a bright orange plastic cover. One year later in 1972 a bunch of revisions were issued.
